The OpportunityCACI is seeking an experienced Construction Surveillance Technician to join our mission critical team in Kuwait.Responsibilities:Assess the potential locations where clandestine technical surveillance devices could be used by hostile intelligence services for the purpose of clandestine surveillancePerform security escort and access control related duties as assignedUnderstand and can put into practice basic technical surveillance techniques and procedures and is familiar with state-of-the-art development of intercept devicesIdentify unauthorized materialsAssess industrial or government security requirementsAssess static security techniques and proceduresInterpretation of blueprints and technical specificationsPractice construction security surveillance techniquesAssess security practices/procedures for various levels of securityAssess construction terminology, procedures, and practicesAssess methods used to emplace technical penetrations or unauthorized materialsInspect all construction materials, packages, bags, boxes, crates, and vehicles using x-ray equipment and other technical inspection toolsPerform visual inspections of all work performed by uncleared personnel for anomalies and to identify the introduction of clandestine technical devicesReview construction drawings to ensure all construction performed is in accordance with approved drawings and specificationsConduct risk analysis to determine the level of surveillance coverage and types of inspection required throughout the construction life cyclePrevent and/or take note of any changes in construction that could potentially mask an ulterior purposeUnderstand technical security devices, systems, and other monitoring devicesQualifications:High School diploma.Five (5) years’ experience in at least one of the following areas of expertise:Construction security surveillanceTechnical Surveillance CountermeasuresIndustrial or government security involving counterintelligenceConstruction quality assuranceHands-on supervisory construction experienceDemonstrated ability to learn the principles of multiple construction disciplines, to include Civil, Architectural, Mechanical, Electrical, and Electronic EngineeringCapable of reading and analyzing designs and blueprints and recognizing the architect’s intended useCapable of analyzing designs and structural complexities, which are intended to mask an ulterior purpose not wanted by the architectConstruction knowledge to include plumbing, carpentry, electrical, HVAC, concrete and finishing workUnderstanding of ICD-705 document of SCIF constructionFamiliarity with AutoCAD or like productsDemonstrate knowledge of Technical Surveillance Countermeasures, construction principles and devices used by hostile and friendly intelligence services for the purpose of clandestine surveillanceShall be or become thoroughly knowledgeable of security procedures and the level of security required in various parts of each facility under construction/renovationEffectively communicate in English, as well as be able to write detailed reports, analyses of problems, findings, and security situations which require staff actionsCapable of independent decision-making, possess a high degree of individual initiative, and function with minimal supervisionMust have a working knowledge of construction safety, construction project cycles, and common nomenclature of material/equipmentMust be able and willing to work outdoors in inclement conditionsMust have the ability to stand/walk for extended periods of timeAble to lift and/or carry objects up to 50 poundsActive TS/SCI clearance is required-What You Can Expect:A culture of integrity.At CACI, we place character and innovation at the center of everything we do.
