The HSE Manager is responsible for developing, implementing, and overseeing the
company's Health, Safety, and Environmental (HSE) policies and procedures across
multiple construction projects. The role ensures compliance with local and international
safety regulations, promotes a strong safety culture, and integrates innovative
technologies to enhance workplace safety and efficiency.
Key Responsibilities
1. HSE Strategy & Compliance
  • Develop and implement an HSE management system aligned with ISO 45001 and ISO
14001.
  • Ensure compliance with local and international safety laws (OSHA, NFPA, ILO,
country-specific regulations).
  • Conduct regular site safety audits, inspections, and risk assessments across multiple
projects.
  • Develop and monitor HSE performance indicators (KPIs) and prepare reports for
senior management.
  • Liaise with government authorities, regulatory bodies, and external auditors for HSE
compliance.
2. Site Safety & Risk Management
  • Conduct hazard identification and risk assessments (HIRA) for all construction
activities.
  • Ensure proper implementation of fire safety, emergency response, and first aid
protocols.
  • Investigate accidents, near-misses, and unsafe conditions, and implement corrective
and preventive measures.
  • Supervise site safety officers and ensure all project teams adhere to HSE guidelines.
3. Training & Workforce Engagement
  • Conduct HSE induction programs for new employees and subcontractors.

  • Organize regular toolbox talks, safety drills, and emergency response training.
  • Promote strong safety culture through awareness campaigns and leadership
engagement.
  • Ensure employees receive required certifications (e.g., First Aid, Fire Safety, Work at
Heights, Confined Spaces).
4. Technology & Innovation in HSE
  • Implement real-time safety monitoring systems (IoT-based wearable devices, smart
PPE).
  • Utilize drones and AI-powered analytics for site inspections and hazard detection.
  • Deploy HSE management software for compliance tracking, reporting, and incident
management.
Qualifications & Experience
Education:
  • Bachelor's degree in Occupational Health & Safety, Engineering, Environmental
Science, or a related field.
  • A Master's degree in HSE Management is a plus.
Certifications:
  • NEBOSH International General Certificate (IGC) or NEBOSH Diploma
  • OSHA 30/OSHA 500 or equivalent certification
  • ISO 45001 Lead Auditor Certification (preferred)
  • Additional Certifications (Preferred):
  • First Aid & CPR Certification
  • Fire Safety (NFPA Standards)
